Having been designated by the Acting Asst Commissioner to act on the part of the U.S. in regard to the distribution of the corn donated by the citizens of Philadelphia for the destitute of N.C. I have the honor to inform you that upon consultation with the Governor the following has been agreed upon.

1000 bushels to Charlotte N.C.
1200 "[[dittos for bushels to]] Salisbury "[[ditto for N.C.]]
800 "[[dittos for bushels to]] Raleigh "[[ditto for N.C.]]

Major Thos P. Johnston Chf Qr Mr of this Bureau is charged with the shipment.  You will please deliver the same to him at Rail Road Depot as the State has agreed to pay transportation to that point.

Acting on the part of the Government to distribute the corn donated by the Citizens of N.Y. I have directed Lieut Means to turn over to you ten bushels of corn more or less - the same being a surplus of a lot otherwise distributed.  Please distribute the same but if is not to be included as a part of Bureau issues - take receipt from recipient and send the same to me.

I have the honor to report in compliance with instructions contained in your endorsement of March 2nd 1867 upon a copy of bill of U.S. against Thos. Conrad of Friends Freedmens Aid Assc of Philadelphia that the buildings therein named have been actually delivered to said Society and by them removed to other points.  In justice to the Officers connected with these Hd Qrs I beg to state that no complaint had been received that any difficulty attended the delivery of the property and the impression was that the same had long since been removed.

The fault laid with the Society for not taking possession months ago, and for not reporting their troubles promptly to these Hd Qrs.
