I am directed by the acting Asst Comr to inform you that 700 bushels of Corn the donation of the Citizens of Philadelphia have been shipped to Colonel Jno R. Edie Salisbury for distribution in Stanley County under joint supervision of your self and Mr. Foreman in same manner as directed in the N.Y. supply except stating receipt as from Philadelphia. Colonel Edie will deliver it on your application

Lazelle at Charlotte for distribution in Union County under joint supervision of yourself and Mr. Houston in same manner as directed in N.Y. lot taking receipt as from Philadelphia Maj Lazelle will deliver it on your application

In compliance with special order No 28 Hd Qrs Comr dated February 21st, 1867 I have the honor to forward invoices of Corn shipped to various points in this State the same being the donation of Southern Relief Commission of New York
The Corn is now being distributed under the joint supervision of an Officer or Agent of the Bureau & parties named by the Executive of the State agreeable to request of the Commissioner

In answer to your communication of 4th inst in reference to Civilian appointees I have the honor to report that there is but one employed at the regular salary for such services ($100- per Mo) whose appointment was not issued by the Commissioner viz William H. Doherty at Elizabeth City N.C.  In addition to above there are eleven agents at a salary of $25 per month who were employed in the Western part of the State in remote points and who are residents of the State and act only in their respective Counties.  I do not consider that their services in most cases absolutely necessary, but have retained them until I can reorganize that section of the State and then proposed to dispense with the services of most of them if not all and would therefore suggest that for the time being no action as proposed in
