General

I have the honor to acknowledge receipt of your communication of April 9th (Office of Chf Qr Mr) enclosing orders for transportation of Robert Davis (freedman) and directing that he (Davis) be sent to the Head Quarters of the Asst Commissioner of Tennessee and to inform you that in consequence of my knowledge of the Governors feelings in regard to Davis which was that he should be punished to some extent and as the Governor had no power to commute the death penalty to a less punishment, I reported the case to Maj Genl Sickles Commanding this Military District giving him full details of what had been done and what was proposed to be done in the event of his release and recommended that punishment be commuted to a less severe one. This report was made on the 25th of March and on the 27th of the same Month the Governor gave Davis an unconditional pardon and he was brought to the Hd Qrs to await your action. On the 1st of April an order was received from Hd Qrs Mil Dist No 2 (copy enclosed) commuting Davis punishment to ten years imprisonment.
I immediately reported to Genl Sickles (copy enclosed) that Davis had been pardoned and was now awaiting your disposition which report was returned April 6th direction that the requirements of the order be carried out.
