In compliance with endorsement from Hd Qrs Dist of N.C. of this date upon a communication from Genl E.D. Townsend A.A.G. of April 3rd inst.  Calling attention to resolution of Congress providing for the relief of the destitute in the Southern States and requesting immediate report on as to what amount of relief will be required I have the honor to report by direction of the Assistant Commissioner that from the most reliable sources at hand there appears to be about six thousand persons in a very destitute condition in the State of North Carolina and that the points most accessable to this destitution are New Berne Wilmington Raleigh Salisbury and Charlotte
2nd  A supply of corn or corn meal and bacon is deemed the most acceptable articles for relief.  I beg to add that the Bureau in this State are already engaged by orders from the Commissioner in purchasing supplies as at one
