I have the honor to forward enclosed application of M.W. Ransom for the restoration of certain laborers with whom he has contracted and respectfully request your instructions.  [[Footnote 1]]  Several cases of this nature have occurred in this State and been adjusted by a decided expression of the determination of the Bureau to enforce the sacredness of contracts on the part of the employers and employees alike.  Although the Civil law makes provisions for redress in breeches of Contracts it does not secure to the planter from losses by reason of crops lying idle which to him is of more importance than a pecuniary redress which indeed cannot be obtained from those who have nothing beyond their pay per diem.  Civil law will protect the laborer but avails nothing to the employer.
In case enclosed it was my intention to obtain the assistance of the Asst Comr of S.C. but I am informed by him that the procedure is arbitrary.  I respectfully submit that without decided measures on the part of this Bureau particularly in cases where contracts are approved under its sanction but little is gained by contracting with those who have not yet become fully aware of the importance of such measures.  No force has been used, but in every instance where the Officers have interferred the result has been most salutary.
