376 Bureau of Refugees Freedmen &c Hd Qrs Asst Commissioner Raleigh N.C. April 27th 1867 Clous Capt J.W. A.A.A.G. Charleston S.C. Captain I have the honor to report in reply to your communication of 25th inst that it will require Seventy five Copies of General Orders to supply the wants of the Bureau in this State. I respectfully request that a supply of the entire series issued from the Hd Qrs 2nd Mil Dist be furnished me, none have as yet been received. Captain The Asst Commissioner directs me to transmit enclosed Circular letters in regard to selection of registers &c with the request that you adopt some plan in which the same can be carried out in Columbus and Bladen Counties where there is no Agent of the Bureau. Hd Qrs 2nd Mil Dist Charleston S.C. Captain I have the honor to transmit herewith Charges and Specifications preferred against Horace James late Captain & A.Q.M. by Bvt Maj Genl Robert Avery Judge Advocate with the recommendation that the case may be referred to the General Court Martial which I am informed is now sitting in Charleston. I understand that the Court convened in this City in November last has up to the present time disposed of only four cases and since the order adjourning the same sine-die, two of its members have left the City, consequently reducing it below the minimum. I therefore respectfully request that Bvt Maj Genl Robt Avery Maj V.R.C. be relieved from duty as Judge Advocate, his entire services being required in the Bureau R.F. & A.L.
