I respectfully request that Dr H.C. Vogel be appointed Agent of the Bureau in this State with a salary of One hundred and twenty five dollars.  His services will be required as Asst Supt of Education the duties of that Office require an Assistant and it is my desire to greatly increase the number of Schools & Scholars in this State.  If this request cannot be approved I respectfully request that he may be appointed an Agent with the Salary named and I can assign him to duty where his services will be of great value.

I have the honor to invite the attention of the Maj General Commanding to certain Ordinances of the City of Wilmington N.C. passed Feb 7th 1867 in reference to the impounding and sale of Hogs, Pigs &c found running at large within the City limits.  By this Ordinance immediate sale is allowed and in consequence thereof, is really but little short of confiscation.  A poor man is debarred from saving his property in consequence of this speedy sale and hasty manner of procedure.  [[Footnote 1]]

I respectfully request that thirty or forty enlisted men with a suitable number of Non Commissioned Officers be assigned to duty with the Head Quarters of the 40th US Infry.  [[Footnote 1]]  The duties of those now here are extremely arduious owing to the numerous large details made to meet the requirements of the Post.  The detachment requested are needed for guards at these Head Quarters and the stores of the Bureau Quarter Master.  Orderlies and messengers for the Asst Commissioner and guard for the 40th Infantry.
