In answer to your communication of 29th ulto. (Claim Division) relative to the laws of North Carolina as to notarial fees for affidavits &c, I have the honor to report that  Notaries Public, are allowed a fee of fifty cents for each affidavit, with an addition of twenty five cents for affixing the seal the latter being the State tax, making a total of Seventy five cents for each affidavit.
There are but few Notaries in the State but the Clerks of County & Superior Courts are authorized by virtue of their offices to act as such within their respective judicial districts.

I am directed by the Asst Comr to transmit enclosed instruction in reference to the selection of persons to act as Registers and Inspectors with the request that you will cause the same to be carried out with as little delay as possible in Wilson Wayne & Greene Counties the district lately under charge of Bt Maj Norton.  The other Counties in your district are now being canvassed by the Agents now on duty there who will report directly to these Head Quarters the result of their labors.
As soon as possible orders will be issued
