Colonel I have the honor to request that you authorize your Quarter Master to furnish the Bureau Quarter Master with one Ambulance and horses for the use of this Bureau in compliance with paragraph VII General Orders No 12 Current series Hd Qrs 2nd Military Dist. I further state that the above is requisite for the use of this Bureau. Colonel I am directed by the Asst Comr to request you to name such of the Agents now on duty in the Western District as would in your opinion be suitable parties to continue on duty as such at an increase of pay sufficiently large to warrant them in directing their entire time to the duties of the Bureau, in other words place them on same footing as other Agents. It will be necessary for to take the supervision of several Counties and you will please name the Counties that your nominees could take charge of. Hd Qrs 2nd Mil Dist Charleston S.C. Captain I have the honor to acknowledge receipt of your communication of 29th ulto requesting an explanation from Bt Maj Genl Robt Avery as to his apparent violation of Army Regulations in not reporting for his proper duties after the General Court Martial of which he was Judge Advocate had adjourned "Sine die". In reply I beg leave to state that Genl Avery continued to perform the duties of Inspector of this Bureau during the entire time he sat with said Court, at each and every available moment, during the intervals caused by temporary adjournments of the Court, the he verbally announced the "Sine-die" adjournment of the Court and proceeded to perform his inspection duties and is now absent on official business, so that he has been in fact continuously on duty at these Head Quarters. My object in applying for his relief from duties of Judge Advocate was to avoid if possible his retention as such in case the Court was reassembled for the purpose of trying new cases or of his being detailed on a new one his duties as Inspector at the present time being of such a nature as to require his exclusive attention.
