Owing to the new dispositions of troops in this State by order of the Comdg General a copy of which is herewith enclosed it will be necessary to make some changes among the Officers of this Bureau and with the approval of the Commissioner I propose to reorganize the Bureau as follows.  To divide the State into ten Sub-districts, a Sub-Asst Commissioner to have charge and general supervision of the Counties embraced in such districts and who shall report to these Hd Qrs.  In each of these Sub-districts I propose to have Agents who shall have charge of two or three Counties (not more) and who will report to the Sub Asst Comr.  There are eleven Civilian Agents with a salary of Twenty five dollars each per month who I propose to discharge as they are seldom heard from except when they render their pay accounts.  [[Footnote 1]] With their salaries I would request authority to employ three active Agents, this will make an effective force of thirty Agents, Twenty three Officers and seven civilians, five of whom will have charge of a Sub-district and two Counties each, five a Sub district and three Counties each, and twenty charged with the supervision of three Counties each.
I would respectfully request authority to discharge any Officers or Agents who are incompetant or whose habits unfit them to discharge their official duties and employ effective men to fill the positions.  
I would recommend that 2nd Lieutenant Wm F. Cox V.R.C. be immediately relieved from duty with the Bureau in this State and that he be mustered out of the service as he is so addicted to the use of liquor, that he is totally unfit to occupy the position of an Officer.
