The Asst Commissioner directs that you forward to these Hd Qrs with the least possible delay, all information you possess relative to the charges preferred against [[underlined]] Horace James [[/underlined]] late Captain and Asst Qr Mr U.S. Vols embracing the whereabouts of said [[underlined]] James [[/underlined]] in whose possession the Mill now is is when [[strikethrough]] [[?]] [[/strikethrough]] to whom and under what circumstances the Mill was finally turned over by [[underlined]] James [[/underlined]]

A complaint has been made at these Hd Qrs in regard to your action in reference to Bob Hunter freedman, that you have sent him away and are now about to dispossess his family.  I am directed by the Asst Commissioner to say that arbitrary procedure cannot be allowed and he therefore directs that before any action is taken in this matter that you make a statement of the affair to these Hd Qrs which will be examined and a decision given.  Early report is particularly requested.
