I have the honor to acknowledge the receipt of your endorsement of June 7th inst refering a communication of Chaplain Geo W. Pepper 40th US Infty requesting an assignment to some specific duty in this Bureau to me, for consideration and action.  Chaplain Pepper's services in this Bureau would be valuable both in connection with schools and in the exercise of his profession among freedpeople and colored troops there being almost an entire regiment of the latter now doing duty in this State.
Owing to the scattered posts of the command to which he is attached he is unable to carry out his desires in its behalf.  I therefore respectfully recommend that an order be issued assigning him to duty in this Bureau with instructions for him to report to me in which case I can detail him as an Asst Supt of Schools and by so doing facilitate the operations of the Educational work which now forms a large and important branch of this Bureau.
