A wrong impression seems to prevail as to the cause of discharge of several Citizen Agents of this Bureau.  I am directed by the Asst Comr to say that the changes were necessary in order to carry out certain changes in the organization of the Bureau and not from any dissatisfaction as to the manner in which you discharged your duties.  On the contrary he desires me to express his thanks for the attention you have given to the business entrusted to your hands.  [[Footnote 1]]
