General In the absence of the Asst Commissioner I have the honor to forward the School Report of this State for the Month ending May 31st 1867. June 22nd 1867 Frazier W.R. Ashboro N.C. Sir A wrong impression seems to prevail as to the cause of discharge of several Citizen Agents of this Bureau. I am directed by the Asst Comr to say that the changes were necessary in order to carry out certain changes in the organization of the Bureau and not from any dissatisfaction as to the manner in which you discharged your duties.
