I have the honor to acknowledge the receipt of telegram informing me that Col J.V. Bomford Comdg Post of Raleigh has been instructed to vacate the State premises now occupied by the Military and Freedmens Bureau as Headquarters.  I respectfully submit for the consideration of the Maj Genl Commanding that the property in question is undoubtedly abandoned property and that as the Military Authorities and the Bureau are clearly as much interested in and act an important part in State Government administration it would appear that they should enjoy some advantages at the expense of the State.
It is nigh to an impossibility to procure suitable accommodations for the Government Offices.  The building now used is in better condition than it was six months ago, and as occasion requires repairs are at once made, thereby preserving the house in as good order as its dilapidated state will admit.  I understand that the motive prompting the application for its restoration was owing to my allowing a portion of it to used by a Committee of Union men to hold a meeting it being impossible for them to procure any room for their purpose in this City.  I therefore respectfully request that the order may be revoked and these Headquarters be allowed to remain in possession.

I have the honor to return the following transportation orders with the following explanations.  M.S. Kellogg not reported as a teacher upon roster of Supt of Education.
G.H. Clemmens is not a teacher, supposed to be a housekeeper for teachers
Mr & Mrs H.S. Beals are not teachers.  Mr B. is Agent of some Northern Society.  Mrs B. has no connections with School.  Miss Sarah Beals is entitled to transportation.
W.L. Clark is not entitled but Miss Clark is.
Rev & Mrs Ashley are not entitled neither of them being teachers.
