In answer to your communication of June 24th addressed to Rev Geo S. Pepper in relation to donation for the relief of the sick, I am instructed by the Asst Comr to say that the fund is only designed for the Aged and inform and delicate Children and for purchase of flour, coffee, sugar, calico, sheeting, and muslin.
The Bureau Agent can supply from Government stores, meat & corn for other destitute.  The Committee are authorized to purchase the articles mentioned to the amount of ($400) for which a check will be sent on presentation of vouchers certified to by Col Edie Sub Asst Commissioner Bureau R.F. & A.L.  It is desired that receipts be taken for issues, so that a proper accountability can be made to the donors.  [[Footnote 1]]

I have the honor to acknowledge the receipt of your endorsement of 1st inst upon my communication of 27th ultimo, relative to appointment of Mr Wm MacFarland as Agent of the Bureau which endorsement approves the appointment and says - "The Commissioner has decided to appoint no more paid Agents in N.C. at present".
I beg leave to call your attention to my communication of May 10th ulto in which I report a plan for reorganizing the Bureau in this State and ask the authority to employ those Civilian Agents to replace eleven who were to be discharged to which application an answer bearing date of May 17th ulto was received approving the same.  Acting upon these instructions I redistricted the State making the Sub-divisions as large as possible so that each portion of the State might be under charge of an officer or Agent.  I then appointed from time to time as suitable parties presented the Agents for whom I had received authority to employ.  The appointments of two have been confirmed, one (Mr W.F. Henderson) now awaits your action and who is already on duty.
In spite of my great economy in assigning the various sub-divisions I am still at a loss for Agents in some localities as will be seen by accompanying circular.  The great destitution in this State which is rapidly increasing renders it absolutely necessary that Agents should be located in the localities not yet provided for and I respectfully urge on behalf of a people who will starve if not provided for that the decision above quoted may not be carried out
