I have the honor to forward my report for the month of January.  From all parts of the State very satisfactory accounts of the condition and conduct of freedmen are received.  Nearly all are settled for the year, having made contracts for employment.  An increase of confidence between whites and blacks is manifest, though distrust is not entirely removed.
The demand for schools is greater than our means of supply.  We have several requisitions for teachers on plantations, with the promise of comfortable homes and kind treatment.

At points distant from any military force some gross outrages have been committed, by outlaws and desperadoes.  In Warren County a freedman was killed by Mrs Ball who is now on trial before a Military Commission.
In Pitt County a colored boy was shot dead, & another wounded by one of the

gang who had previously created disturbance in that region.  A party was sent from New Berne to arrest them, & Lt. Kenyon in command of the detachment was killed in attempting to execute his orders.  The murderers are yet at large.

In Wayne Co. a negro was murdered, & a white citizen employed to assist in arresting the murderers was also shot.

A murder of a freedman has been reported in Caswell County.  The murderer escaped into Va. & has not been arrested.

A serious disturbance occurred in Elizabeth City, during which an old church which was being prepared for a freedman's school was burnt, & some discharged negro soldier cruelly beaten.  Troops have been sent to that point with orders to arrest the assailants.

For some counties arms have been taken from discharged negro soldiers & other freedmen by organized companies of "Home Guards", or by the local police.  As this is a violation of the orders of the Secy. of War I have directed that freedmen be protected in their right to bear arms.

I have on hand a large amount of clothing for destitute freedmen.  As there are but few [[underlined]] men [[/underlined]] who are not able to purchase their own clothing, and the great majority of our dependents are women and children, I earnestly recommend that this clothing be sold at fixed prices, and a fund raised for supplying the wants of the most needy.

The practice of issuing gratuitously to men & boys who can support themselves, has a very bad effect.  It tempts to idleness, deception and dishonesty.

The several reports herewith transmitted will show the condition of Commissary, Quartermaster, Financial and Educational Departments.
