Bureau of Refugees Freedmen &c
Head Qrs. Asst Commissioner N.C.
Raleigh N.C. Sep. 1" 1866

Howard Maj Gen'l O.O.
Commissioner &c

General

In case the Officers of the Quartermasters Department now on duty in this state, are to be mustered out of service soon, I have the honor to request, that the muster out of Capt. Alexander Goslin A.Q.M. Vols, be suspended. Captain Goslin has been relieved from duty at Roanoke Island and ordered to this place in arrest.

From careful investigation of his case by two competent officers, I am satisfied that he should not be allowed to escape a trial by a Gen'l Court Martial. The charges against him are of a very grave character and seriously effect his honor.

In case his muster out has already been promulgated, I respectfully ask that it may be revoked.

I have the honor to state, that I am in receipt of requisitions, from various parts of the state for clothing, for the destitute and infirm freedwomen, and for the young children at the Orphan Assylums.

It is possible to supply all reasonable demands for mens clothing, but we have no means of supplying the women and children. By donations from benevolent societies, and by use of such means as were placed at his disposal, the Asst. Commissioner last year, relieved much of the destitution in this respect, but this year I see no way to provide suitable clothing, unless I am allowed to purchase the material and have it made up by the women in Hospitals and Assylums.

I respectfully present the matter for your consideration, and ask for such instructions, as you may think proper, under the circumstances.
