Major I am directed by the Asst Commissioner to transmit enclosed complaint of Jas A. Benson of Caswell County with instructions to refer the same to the Post Commander at Greensboro N.C. for action. In case he declines to act you will request him to allow you a sufficient escort with which you will proceed to Leasburgh and arrest John D. Manible and prefer charges against him for violation of Genl Sickles order in regard to carrying deadly weapons - for assault & batter with intent to Kill and for threatening life. Investigation will also be made as to the alleged refusal of the Civil Officers to properly cary out the law, and if the facts are found to be as represented to recommend their removal. Colonel I am directed by the Asst Comr to say that the services of Capt McKillop cannot be spared from Murfreesboro and he therefore directs that he be relieved from duty at New Berne as speedily as possible so that he can relieve Lt Hanley at Murfreesboro who has been directed to remain there until Capt McKillop arrives.
