Applies to have certain rents of his property which have been collected by the Freedmens Bureau refunded to him. Endmt of Capt. Seely Respectfully forwarded & earnestly recommended. The property in question was unfortunately leased for six months and it appears the lease cannot be annuled. The applicant is a most worthy man, deserving every favor that can be shown him. The decision of Genl. Howard in a similar case of Jas. A. Bryan seems to meet this case, tho I do not deem it in my power to act without orders from Raleigh. It does not seem necessary to refer it to Washington. Respectfully returned to Capt. F.A. Seely Fincl Agt. who will refund the rents as specified in the written application, in accordance with instructions previously received from Gen. Howard Commissioner. By Command of Col. End of Genl Howard Respectfully referred to Col Whittlesey Asst. Comssr &c for his action. Respectfully forwarded. The house within named was found occupied by a cattle guard & a negro family; filled with dirt, much defaced, windows & doors gone, kitchen torn down &c. We took possession, cleaned & whitewashed the house, made doors & windows, built a kitchen. Our bill for repairs would more than balance six months rent in the present condition of the property. In its former condition it could not have been rented for $5.00 per month & then only to negroes. [[Footnote 1]] As to its being "my all" &c. Mr. Haywood owns a large plantation in Halifax Co. N.C. where the family found a safe retreat on the approach of the Union Army; & another large plantation in Florida. This house & farm belongs to Mrs. H. in addition. Such being the facts, in my opinion no rent is due. But Mrs. H. should pay the Bureau for preserving what remained of her house, from total destruction. Still any order from Genl. About a month since I addressed a letter to your Excellency relative to the Wayne Male Academy. [[Footnote 1]] Having heard nothing in reply and the building still being used by the Freedmens Bureau as a negro school, to the exclusion of White Children, I again respectfully address you upon the subject. Can you inform me what disposition was made of the paper. The building known & incorporated as "Normal College or Wayne Male Acadamy, was erected and till the breaking out of the War was used as a Male School. This building was taken by the Confederates & used as a Govt workshop till the [[strikethrough]] Confederate [[/strikethrough]] Federal forces occupied Goldsboro. Since that time the U.S. Authorities have been in possession of the building, and for some months it has been used as a School for Negro Children. I cannot for a moment believe that it is the policy of the Govt. to seize the Colleges Acadamys and other buildings in the South erected by benevolent individuals for Educational purposes and turn them over to the Freedmens Bureau for the use & benefit of Negroes. I dislike to trouble your Excellency, but I know that for many years past you have done all that lay in your power for the Education of the White Children of the State, and I feel sure that deepest feelings are still enlisted in their behalf.
