Moore  Wm P. By R.J. Powell

Endorses lease betwn Sup. Spl. Agent & James C. Fisher for Gaston House in New Berne N.C. and requests termination of same on grounds of pardon of Mr. Moore owner of said property, and order of restoration dated Hd Qrs Asst. Commissr. Raleigh N.C. & of inadequate sum for rent as set forth in the lease. [[Footnote 1]]
Respectfully referred to Col E Whittlesey Asst. Comssr Raleigh N.C. [[Footnote 2]] It appears from the provisions of this lease that either party thereto, the Govt on the one hand, or the lessee on the other has authority to annul said lease at the expiration of any month from date of lease as this property, the Gaston House New Berne N.C. is apparently leased for a sum per month far less than its actual value Col. Whittlesey is requested if no reason exists for a contrary course, to annul said lease according to the provisions of the lease itself.  Respectfully forwarded.  I do not see by what authority a lease can be annuled unless the lessee fails to comply with the conditions therein stated.

States that he sees by order of Oct. 4" 1865, that Genl Howard recognizes State laws in regard to apprentices.  that 12 yrs ago he had a col. boy E.F. Bowser bound to him by the Co- Court  his mother Nancy Bower a free woman assenting, his father being a slave  That the father now living with another woman came on the 19" of August with an order from the QM of Roanoke Island signed as Asst. Supt. of Freedmens Bureau for the release of the boy and he was given up.  requests an order to have the boy returned  Respectfully referred to Capt. James Supt of Eastern Dist for such action as he may judge right  [[Footnote 1]]

Respectfully forwarded.  There are several similar colonies of self supporting freedmen in this Dept.  So long as this Bureau exists it will be possible perhaps to protect them by making terms with the owner of the lands.  But I see no way of securing to them possession of their homes in the future
