Makes a petition that Negroes & others occupying his plantation and houses may be ejected in order to put him in possession.  Respectfully forwarded.  I can but feel that the decision that it is not in our power to eject reluctant tennants is working badly inasmuch as it leaves it in the power of evil deposed persons to retain possession of property to which they have no right, to the detriment of the owner and without advantage to us.  Of course we may not collect rent after date of restoration, & the owner cannot.  End. of Cap Seely
Respectfully returned.  Appeal should be made to Civil Courts or Military Authority this Bureau has no power to eject persons holding possession of property

Applies for restoration of property.  Respctfly. forwarded  Attention is respectfully called to my letter of this date concerning a portion of the property herein mentioned.  The interlineation of Bank of Commerce Building was made subsequent to the affadavit appended in proof of title and the applicant acknowledges that he only owns an undivided share in conjunction with other members of his family.  They have already taken possession as a military [[strikethrough]] necessity [[/strikethrough]] order which I have not seen, but which as there is not a pretence that the property was not abandoned in the strictest sense must be unauthorized & invalid.  The applicant & his brother were both officers in the Rebel Army and are notorious as bitter rebels-  [[Footnote 2]]
Respectfully returned with request to know what part of the within property is owned by Mr Primrose and for security that rent will be paid for the unrestored portion

Asks that a detail of (5) or (6) persons be sent in that district to correct wrong [[?es]] of freedmen in that district  thinks great benefit would be done to freedmen & whites  Recommends Mr McFarland Agt of the Bureau as a fit man to take charge of the detail.  [[Footnote 1]]  Respectfully referred to Capt. G.A. Wells Supt of Western District for such action as he may deem proper.  The McFarland referred to has no appointment from these Hd Qrs.  you may use your own discretion concerning him.

Asks to be put in possession of his Office, now used by Officers of the Bureau RF & AL as Hd Qrs.  [[Footnote 1]]  Respectfully returned through Maj C.J. Wickersham so long as the Govt. requires Military officers to discharge duties in this Bureau some buildings must be retained as offices.  Capt Mann AQM will make such arrangements to accomodate Dr. McRae as may be possible in the circumstances
