Requisition for forage for pvt. horse. Respectfully returned  Supplies of quarter masters stores can only be furnished to Officers of the Bureau Refugees Freedmen & A.L. on requisitions approved by the Commissioner of the Bureau & the Secretary of War in accordance with Genl. Orders 49 Aug 21, 1865. Qr. Mr. Genls Office Endsmt of W.H. Wheeler Capt & A.Q.M.  Respectfully forwarded to Maj Genl Howard Asst Commissr &c  My requisition for fuel is also returned in the same way. It is a matter of some interest to Officers on duty in this Bureau, to know whether by the absurd construction of a General Order they are to forfeit their customary allowances.  Endsmt of FA Seely Capt AQM & Fincl Agt Bu RF & AL.

Applies for restoration of certain property taken up & released by the Bu RF & AL.  As the above comes under the prescribed rules of Par. 8 Cir 15 Bu R.F. & AL.
Respectfully forwarded disapproved.  I have taken the trouble to investigate this case in person & am not "satisfied" that the property was not abandoned. It is now held under lease executed by the "Treasury Agent"  There is no evidence that the lessee has failed to comply with the terms of the lease, and it would be very difficult to determine the amount due as a "just compensation". [[Footnote 2]]

I have visited the farm in person, & found it in good condition, much better than most farms near the camps of large armies. The lease will expire Jan 1" 1866  I see no way of estimating now, the value of crops raised & labor expended as the business is the part settled. [[Footnote 2]]

States that he has received a special pardon and an order from Asst Commr. Bu RF & AL. for restoration of his property dated Oct. [[?3]], 186 & that a piece of property belonging to him had been leased Oct. 1 1865 for the term of one year by Capt. FA Seely Bu RF & AL at a nominal rent.  [[Footnote 1]]  Asks that this property be turned over to him  Encloses copy of the lease- Endorsement of Col. Woodhull  Respectfully referred to Col. Whittlesey Asst. Comssr. &c for special investigation & report.  If the within lease was made after notice of pardon of the owner was received, or with a view to obstructing him in regaining possession of his property, or is in any affected by bad faith, it should be cancelled.  Respectfully referred to Capt H. James who will report in full upon the within case.  These papers to be returned.

Requests transportation for certain freedmen to certain places in Rockingham Co. where they will earn their own support.  Respectfully returned.  There is no provision made for transportn in this case.  There can be no great difficulty in going from Rockingham to Granville Co. without the help of the Government.

Recommends Mr D. Merril now clerk at Roanoke Island for service in Freedmens Bureau  Endorsement of Capt. James.  Respectfully forwarded to Col. Whittlesey, Mr. Merril is a man very highly recommended by all who know him as a person of integrity capacity & principle.  I have given him no encouragement that anything can be done for him, but promised to refer the request to you.  Respectfully returned, there is no place no vanct to which Mr Merrill could be assigned, and no means provided for remunerating his services
