Barras Pyren. Barras is in Brazil, Piaui. But if Pyren is Pyrenees then this is France. (@AntelopeWest) But if it's Basses, you nailed it. France. Additional notation: Probably from the Pyrenees. According to the February 22, 1884 edition of the journal, Science, the herbarium collection of George Curling Joad donated to Kew contained "the plants of Europe and adjacent parts of Africa and Asia..." There is no mention of South America.
