Complains that a freedman named Needham Everitt was punished with 39 lashes, for taking up a stray hog, although he gave it up, as soon as it was claimed by the owner.  Has written before, complaining of dereliction of the Freedmans Bureau, but nothing came of it.  States that, "if steps are not taken to punish the offenders, he will publish to the world, the abuse of power of the Freedmans Bureau" &c.
