Gives particulars in regard to the want, (amtg almost to starvation), of the people of Hyde and the parts of Tazewell & Beaufort Cos, adjoining. States that Genl. Howard has ordered supplies for Hyde, and requests that assistance be given to the lower part of Beaufort Co. Refers to Messrs [[Ross?]] & Stelley, the Representative and Senator from that Co. for information as to the true condition of peope, and how best to help them &c.
