It has seemed to me that an arrangement should be made whereby a plan should be made by a man like Olmsted (of whom Senator McMillan was very fond) and the Secretary of War should be asked to adopt this plan and carry it out as appropriations are made from year to year; and I was on the point of writing to WC on the subject of the family having the plan made, when I saw in the Area Press an account of your meeting.
