Head Quarters Freedmens Bureau Charlotte N.C. July 12" 1865 Col. Whittelsy Sir I write to you for information in regard to a lot of Refugees, who are now at this point awaiting transportation and are now an expense to Government. They are refugees that were run here for safe keeping just previous to the close of the rebellion. Those that formerly owned them have gone back to their Homes in Virginia, and the Middle & Eastern Counties of this State, and the Negroes are anxious to follow them back to their old Homes & Families. As to the Local Freedmen, I can say that I am getting along pretty well, as well as can be expected under the circumstances. I am laboring under evry disadvantage of not having received any instructions or Orders whereby to be Governed. Would ask that you send me some instructions or General Orders that I may be Governed by. My District is a very large one & my labors are arduous and unless I have something to be governed by I know not what to do. I see by an Order of General Howard dated July 6" that refugees will be furnished transportation only through the Commission. Now Sir if the above Class are entitled to transportation where shall I get my Oorders for such. Please answer
