Chivalry to be thus treated by the Mudsills of the North, but I know or at least I think I know the intentions of my Government in regard to this ever provoking matter.  I know that a Government that has the power and will to Free four millions Human beings, will not allow them to be treated with greater inhumanity and brutality than when in bondage, and whence have taken the responsibility of establishing and enforcing rules that are for the greatest good and welfare of the colored race within my District, at the same time keeping in view the rights of the former masters.  I am well aware that the Negro as a people have but faint ideas of the responsibilities that has suddenly been thrust upon them.  I know that it will require much patience on the part of the former Masters, and some little to teach a people the rights of Freemen who for the past two hundred years have been taught that it was a wrong, a criminal offence to seek for knowledge.  This wrong, nay sin, rests only with those who must now corect the great wrong, the great error of the past.  The humiliation attending the correcting and the loss pecuniaryly, will be a just punishment for past wrongs upon this much injured people.  I see by the New York Herald that Genl Howard has issued another order in regard to freedmen which I trust you may forward to me.  At any time you may wish a full report, I will with a days notice be able to forward it to you.  In answer as regards my remaining in the Bureau, I will say  that I will accept such a detail, if you see proper to retain me as an Assistant.  Thinking you may wish to know something in regard to my millatary history, I would say, that I came into the Service [[strikethrough]] in the [[/strikethrough]] 1863 as Lt. in the 128" Ind. Vols. was promoted to Captain immediately after the Battle of Franklin Tenn., have been in the 23d A.C. since March 1864, was absent from the Command 30 days.  Am 45 years of age.
