I have the honor to acknowledge the receipt through Hd Qrs 23d A.C. of a detail, Detailing me as Asst Commissioner of the Freedmens Bureau.  Ordering me to report by letter to you at Raleigh.  I am now awaiting your orders and instructions.  Matters connected with the Freedmens Bureau are prospering very well in this district.  The only drawback is in the way of transportation.  Refugees have been collecting here since June 10" without any means of getting away.  I notice that transportation is being issued at other points, on Circular No 5 Par V.  Capt Seffingwell Depot Q.M. refuses to issue on that Order, Saying that Genl Howard's Order of June 6" done away with done away with circular No 5, and unless I show a later Order from Genl Howard he will not issue.  I ask you what course to pursue.  The expense to Government in supporting them is far greater than the cost of transportation.  The greater part of my hands are destitute Refugees from Virginia and the Eastern Counties of N.C.  Trusting that you may soon be able to furnish me with an Order for such.
