States that "he is informed that rations are sent to this place for issue but that little but hard bread is issued, that even at the Hospital it is impossible to get the ration prescribed." During June did not get a pound of soap unless bought from the store and government soap at that.  Charges Capt Goslin's clerk Mr. Chave B Holmen with selling Government property and pocketing the proceeds.
