"The duties assigned to Captain W.H. Doherty, A.Q.M. have been performed - since my connections with this Department, with great fidelity, and a careful regard for economy and the best interests of the service. -

I believe him to be well qualified for the duties referred to in his petition.

His extensive acquaintance with this State would certainly be advantageous in that position."
