General:

In reference to the purchase of lands upon the Island, for the purpose of establishing a home for indigent freedmen, I have ascertained that the farm upon which Mrs. Freeman lives, and owned by Mr. J.C. Meekins, cannot be bought, he refusing to accept any terms for it.

I have also tried many others upon the Island, and find that nothing upon the Island can be obtained, unless it is the lot upon which the New Ration house is situated.  I am not certain about this, as the owner is at present away from the Island, but his neighbors think he will sell.  I will inform you of what can be done, as soon
