Sir:

I have the honor to represent that there are within the limits of my command certain State lands which are covered with a large growth of reeds which I am informed private parties from northern States are now cutting for their own personal benefit and profit.

I understand these reeds are valuable for many purposes and it is believed may be made a source of considerable revenue and profit if properly improved.

I would therefore recommend that the cutting of these by private parties be prohibitted and stopped, and that they be appropriated to the exclusive use and benefit of Refugees & Freedmen &c within the limits
