the point of entry into the Institution for new collections. Objects would be transferred to and from the Mall museums when required for exhibition or for designated programs of research or reference. The facility would also incorporate space for on-site research, computer support for documentation, exhibits preparation, registrarial functions, document distribution, conservation, and maintenance support.

A building site appropriate to these needs is being sought adjacent to the Institution's current holdings at the Suitland Federal Center in Maryland. Development of the site of approximately 70 acres is viewed as a twenty-five year program, successive stages of which would be constructed when approved by Congress.

The proposed legislation seeks planning authority for the first phase of this program.
