In 1899 he was collecting in the Transcaspian area - see http://www.mobot.org/MOBOT/Research/LEguide/collections/7/index.html and a reference ?Turkestania in distr. Akdishan et Namangan leg. D. Litwinow 1899, pr. Wernij leg. F. Killomann 1888 (H. P. Ac.)
Turkestan (according to Wikipaedia) includes present-day Turkmenistan, Tajikistan, Kazakhstan, Uzbekistan, Kyrgyzstan and Xinjiang (East Turkestan or Chinese Turkestan).[4][5]Often, the Turkic regions of Afghanistan and Russia (Tatarstan and parts of Siberia) are included as well.
"Namauran" could be Namangan which is in Uzbekistan
This could be cyrillic characters, thus not "Namauran"
