[[underlined]] Award of the Henry Medal [[/underlined]]

The Secretary proposed awarding the Joseph Henry Medal to Gordon N. Ray for his distinguished and unstinting service to the Smithsonian as a member and chairman of the Council.  It was

VOTED that the Board of Regents awards the Henry Medal to Gordon N. Ray in recognition of his important contributions to the Smithsonian Institution as Chairman of the Smithsonian Council.  His distinguished leadership of the Council since 1970 has added a singular dimension to it value as an independent forum, meeting each year, to offer informed and constructive counsel on the Institution's progress in advancing knowledge and public education in art, history, and science.

[[underlined]] Smithsonian Exposition Books [[/underlined]]

The Secretary reviewed recent Smithsonian success sin popular book publishing and agreed to develop a comprehensive statement of the Institution's objectives in publishing and its plans for meeting such objectives.  This will be accomplished in part by a review panel the Secretary has formed to study present operations and to recommend refinements.

The Secretary reported on the development of a popular book on the American presidency, and it was

VOTED that the Board of Regents approves the publication of [[underlined]] Every Four years [[/underlined]] . . . [[underlined]] The American Presidency [[/underlined]].

[[underlined]] Museum Support Center [[/underlined]]

The Secretary introduced a report on the design status, construction costs, storage and other equipment costs, relocation and operating expenses, and collection inventorying associated with the Museum Support Center.  He emphasized his determination to deploy all useable storage equipment in such a manner as to keep to a minimum purchases for new equipment, estimates for which are now far in excess of earlier anticipated costs.

[[underlined]] Mall Parking Study - Phase II [[/underlined]]

A draft report from DeLeuw, Cather and Company has been received.  Authorized by the Regents in May 1978, this study when completed will provide suggestions for a variety of actions to reduce problems of parking and access to the Mall.

[[underlined]] Equal Opportunity Program [[/underlined]]

The Regents were informed of new initiatives being undertaken to counteract unsatisfactory results to date.  With regard to the prepared status report, it was noted that insufficient data had been presented, and the Regents and the Secretary agreed that the Audit and Review Committee should examine this program.
