Significant items allowed by the Conference Committee were $233,000 of the Institution's request of some $400,000 for treaty-related expenses at the Tropical Research Institute, and $350,000 for facilities improvements at the Museum of African Art.  The House elimination of $457,000 for the Research Awards Program and $500,000 for South Quadrangle planning, however, were not restored.  Funding to conclude multi-year projects for the Research Awards Program is under study.  Regarding the Quadrangle, Mr. Yates stated in the Congressional Record that planning funds has been denied in order to allow the opportunity for further reviews of certain aspects of the project.  On the basis of this statement, and with the approval of the Chairman of the Executive Committee, planning and engineering studies will continue, financed with $500,000 of the Trust Funds
