As anticipated at the September meeting, the FY 1981 allowance from OMB was limited to their original budget planning ceiling of 132.6 million, excluding adjustments for FY 1980 pay supplemental amounts.

The increase of $11.8 million allowed by OMB for Salaries and Expenses will provide some $5.5 million for such uncontrollable costs as utilities and rental rate increases, necessary pay, STRI treaty-related items and overall inflation.  An additional $2.5 million will be used for initial equipment purchases for the Museum Support Center, $1 million for the development of major new exhibitions in the History and Art museums, and $600,000 for a major new research and exhibition effort drawing on Smithsonian expertise to address such critical problems as endangered species and biota and the development of unconventional energy sources.
