Mr. Jameson, Assistant Secretary for Administration, reported that the draft five-year Prospectus for fiscal years 1981 to 1985, distributed to the Regents at the September 17, 1979, meeting, had been revised to reflect Regents' decisions on the fiscal year 1980 nonappropriated fund budget, allocation of the fiscal year 1980 federal budget signed by the President on November 27, 1979, and fiscal year 1981 federal budget allowances granted by the Office of Management and Budget on November 21, 1979. Year-end closing figures for fiscal year 1979 were incorporated.

The revisions present facilities and program development changes occurring since September which affect fiscal year 1981 and future year operations. For example, federal funding for a major environmental research and exhibition program will appear in the Special Programs chapter along with the Major Exhibitions appropriations request. This program is a new effort in fiscal year 1981 concentrating on presenting to the public information on various topics identified as important to the peoples of the world during the last two decades of this century, e.g., endangered species, the effect of earthquakes and volcanoes on the environment, alternative energy sources, the rapid loss of tropical forest areas, and the warming of the earth's atmosphere. A "Major Exhibitions" request represents a new effort beginning in fiscal year 1981 to upgrade substantially the exhibits of the history and art museums.

Equipment resources required by various bureaux for the Museum Support Center (see Status Reports, "Museum Support Center") have been consolidated into a special line item request in the fiscal year 1981 budget. The projected costs also are consolidated into the Special Programs chapter of
