accessible facilities (written in cooperation with the President's Committee on Employment of the Handicapped) and by the promulgation of Institution-wide standards for accessibility to the museum programs.

Many organization units are currently engaged in improving their programs to include a touch tour for the blind and vision impaired (Hirshhorn Museum and Sculpture Garden), regularly scheduled sign language tours and editing of exhibit labels for the deaf and hearing impaired (National Air and Space Museum, National Museum of History and Technology, and the Anacostia Neighborhood Museum), improved graphics for handicapped visitors (National Zoological Park), and training in accessibility for exhibit designers (Office of Museum Programs).

3.  [[underlined]]Upward Mobility[[/underlined]]-  The Institution experienced slight but steady improvement in moving lower level employees into viable upward mobility positions (an increase from 10 to 13).  The average entry salary of the trainees was $11,243, with an average target salary level of $15,423.

4.  [[underlined]]Complaints of Discrimination[[/underlined]]-  Ten equal opportunity complaints were received alleging Title VII violations.  Allegations, or issues, included harassment, denial of employment, violation of a settlement agreement, reprisal, and denial of promotion.  Four complaints were decided on the merits with findings of "no discrimination," and one was cancelled for lack of prosecution.  As a result, 18 complaints are active in the administrative process, while three are in Federal District Courts in the judicial process.
