My dear Mr. Garry:

This will acknowledge receipt of your telegram of December 12, 1955, in which you refer to our Temporary Manual Release, subject: Conduct of Tribal Government. You particularly ask that we clarify the expiration date for the submission of comments concerning the contents of the release.

The 60-day period for review of the release by our administrative personnel began on October 3, 1955, and expired on December 2, 1955. Tribal officials, however, are not bound by that review period. Should any of the tribal governing bodies wish to offer suggestions concerning any portion of the manual release, we shall be very glad to receive them.
