Sir, 
I have the honor to inform you that I have been informed, that the Freedman that you reported the case of and for whom transportation was issued and sent to Lauderdale, and who was refused admittance as being a dangerous person, is still at Newton [[Miss]] and that he is chained to a stump and exposed to the inclemency of the weather. I would respectfully ask if any report of his case has ever been made to the civil authorities and if so, what action was taken. If there has not, will you take the trouble to do so and see if anything can be done for him, and inform me of the results.
