I have the honor to submit the following statement for the information of the General Commanding, relative to the Howard Orphan Asylum. 

This institution is under the auspices of the Society of "Friends," who employ one Superintendent, one matron, two school teachers, and the necessary attendants - nine in number. The Government furnishes the inmates and employees with rations, and has, at considerable expense, had the building removed from the grounds they formerly stood upon to the grounds owned by the Society. The expenses of keeping the institution in operation, with the exception of the salaries paid the above enumerated employed, are borne by the Government. 

It is presumed that in allowing the Society of Friends to take charge of the institution, that it would be a matter of advantage to the inmates, as well as some reduction of the expenses to the Government. I am free to say, that
