Requirements of the applications, others are selected with no other motives, that I can see but that as they are not as old as what are applied for they will not be accepted. The present Superintendent has already laid the matter before the Society, which he represents relative to the binding out of children by the Government and asking that some steps be taken to secure to the institution the right to keep such of its inmates as may be judged by the Superintendent, possessed of more than ordinary capabilities. A few days since, I asked the Superintendents to furnish me with a list of the inmates of the Asylum; upon looking over the same, I found that there are (17) seventeen children, whose mothers are employed in the institution, and for whom rations were drawn for the month of April. I have since informed him, that this must be discontinued. 
    
The foregoing statements are made after careful examination of the condition of affairs; and I would respectfully recommend that if the institution is to be kept up, and with any expense to the Government that the management of the same be, also, added unto its duties, or the whole care with expenses
