I have the honor to enclose herewith my reports for the Month of April,1867.

Rations Issued
The number of rations issued during the month to dependents is (3780) thirty-seven hundred and eighty; to employees at Howard Hospital at the Orphan Asylum and Q.M. Department, (930) nine hundred and thirty, making a total of (4710) forty seven hundred and ten. Several applicants have been made by citizens for relief. There is undoubtedly some cases of destitution but unless I am fully satisfied that they are entitled to the relief as provided for in the Joint Resolution of Congress, approved March 2nd, 1867 shall not issue.
