Sir,
I have this day received from Miss Jarvis, Teacher of the Freedmans School of Meridian Miss, a letter written by you in which you state, that it is my duty to pay the money received by me at once, either to the Agt of the Am. Miss. Asso' or to the Teacher receiving the voucher, and you further state, that I am blindly under some misapprehension relative to my right to use the monthly allowance of the Bureau as I may think best for the Benefit of the School. I do not understand it to have been the intention of the Bureau, when it made the appropriation you refer to, To intend it as a reimbursement to the charitable associations for money paid to maintain and pay their teachers, as it has been the case with the school at Meridian; and as all money paid by the Bureau for the school at Meridian up to the 30th of April last had been used to defray the expenses of the Teachers at that place, and thus lessen the expenses of the "A.M.A." I reported
