I have the honor to render the following Report for the month of July, 1867.

The number of freed people in this District is estimated at about (12000) Twelve Thousand.

Their condition is gradually improving, both in morals and pecuniary circumstances; and, with the present prospects, they will be fully able in future, if they succeed in getting just settlements for this year's work, to provide for their wants, and, not from necessity, be compelled to ask for charity.

During the year 1866, many of them received little or nothing for their year's labor; this has been productive of great evil, not only the injustice done them, but making them indifferent and unwilling to enter into contracts a second
