I would respectfully state that I find it impossible to procure the services of a reliable person to act as night-watch for the present compensation allowed for such services; the best I can procure $15. per month, sleep while on duty and get drunk. I have succeeded in finding a man whom I well know to be every way trustworthy and reliable, but whose services cannot be had for less than $40. per month. As I have reason to believe that there are combinations on foot to steal the Government stock, I respectfully recommend that I be allowed to engage his services, on that one non-Commissioned officer and these privates be sent here for guard duty,
