I have the honor to enclose herewith a Communication from the Depot Commissary of the 4th Mil. Disct in answer to a communication from this office under date of Nov 17. 1868 and respectfully submit the following statement relative to supplies furnished the inmates of the Howard Orphan Asylum.

The rations issued in compliance with endorsement on a communication from this office dated Sept. 16. 1868, by the Assistant Commissioner for the State of Mississippi and the Commissioner. Bu. R.F. and A.L. Washington D.C. gives no increase but diminishes. From the communication of Ira. Quinby, Lieut 24th. U.S. Infy and A.C.S. it will appear that a half (1/2) soldiers ration has been issued of Meat, Bread, Salt, Vinegar and Pepper. In referring to the Bureau Manual page 27, Art. 5th, Sec. 2nd, it will appear that the ration of Salt, to destitutes is the same as to Soldiers. The ration of Flour to Soldiers is one pound (1) and Six (6) ounces - and to destitutes one pound (1) and two (2) ounces.
