^[[SP-A-1]] 16 November 1966 AIR MAIL Dr. Yung Sun Kang Professor, Dept. of Zoology Seoul National University Seoul, Korea Dear Dr. Kang: Thank you very much for your letter of 10 November which must have crossed in the mail with my most recent to you in which I mentioned that the contract has been signed. I have arranged through our Smithsonian fiscal office to send funds to Dr. Tyson through a bank in Seoul for use by the Korean scientists and Dr. Tyson in the development of the 5-year plan and the research that can be accomplished between now and 15 October 1967. I am asking Dr. Tyson to develop a system for keeping records of expenditures and preparing accountability statements. Once the system is well established, Dr. Tyson will transfer the funds and responsibilities to you. I am using this procedure because Dr. Tyson is familiar with our accounting system. His assistance will make the matter easier for you and assure fiscal responsibility to the Smithsonian Institution. I am pleased that you will welcome a visit from Dr. Ke Chung Kim. I have discussed the matter with him over the telephone and initiated with him the arrangements for his visit to Korea during the entire month of January 1967. I realize that we are late in getting started on the research this year, but the delay was unavoidable. The main objective this year is to develop an excellent 5-year plan to propose to a granting agency, such as the Ford Foundation. We require all the help we can get in preparing this proposal, and that is why I am delighted that Ke Chung Kim will be going to Korea.
